Citizens of the Russian Federation enjoy priority over foreign adoptive parents. Adoption of children by foreign citizens is allowed only in cases where it is not possible to transfer these children for upbringing to families of citizens of the Russian Federation permanently residing in the territory of the Russian Federation.

Russian children may be placed for international adoption only after twelve months from the date of receipt of information about such children in the federal data bank on orphaned children and the absence of Russian adoptive parents, guardians or foster parents who wished to adopt this child.

The basis of adoption is also the presence of experience in dealing with children. To confirm compliance with the requirements established by Russian legislation, a foreign adoptive parent collects documents, undergoes special training and applies to the regional data bank on orphaned children.

After receiving the offer, the candidate for adoptive parents gets acquainted with the child and issues consent for his adoption. Adoption is carried out exclusively in court.

A child adopted by a foreign citizen must be placed on consular registration no later than three months after the child's arrival in the territory of the State of residence.

The Institute of international adoption has its own peculiarities. Firstly, this is due to the length of the adoption procedure, which varies. For example, while for Russian citizens it usually ranges from one to three months, for foreign citizens it takes about 18 months on average.

Among the features of international adoption, the restrictions imposed on the secrecy of adoption should be highlighted. Thus, the secrecy of adoption does not apply to cases of adoption of children by foreign citizens, allowing the child to know his biological parents.
